Agustus M. Carlos Williams, the Deputy Director of Grenadines Affairs, is a public servant characterised by his ambition, meticulous nature, and dedication. With a professional background at the St. Vincent and the Grenadines Bureau of Standards for over 15 years, he has served in metrology, compliance, and as a finance officer. Williams possesses extensive knowledge of standards development and financial matters. His roles have involved overseeing accounting and economic activities, implementing best practices, and managing procurement and inventory. He also served of several years in the private sector.

Agustus M. Carlos Williams has dedicated his tenure with a focus on social welfare and several key initiatives and projects focused on improving the lives of Bequia’s residents, particularly the marginalised and vulnerable, infrastructure and community life on Bequia. Since assuming office five years ago, he has consistently demonstrated his core people-centred belief, vision and commitment to unity; overseeing various developments and addressing long-standing issues and supporting social and economic growth on the island. Carlos Williams is not merely a name on a ballot; he is a testament to the ULP’s dedication to grassroots development, a leader who understands Northern Grenadines’ unique challenges and champions their aspirations with every fibre of his being. He is a man of action, a builder, and a true friend of the island, ready to amplify the voices of Northern Grenadines in Parliament and deliver tangible results.

This framework outlines a commitment to a community-centred approach, ensuring accountability for actions, being responsive to the needs of the people, and empowering individuals and communities to thrive.

A major focus of his tenure has been on several initiatives to address social welfare and social safety net issues on Bequia and also ongoing infrastructure rehabilitation of Bequia’s road network, which he describes as part of a larger National Road Rehabilitation Project. This includes substantial work on Bluff Road in La Pompe, a vital route connecting Port Elizabeth and Paget Farm. Williams has recognised the road’s history of failure due to poor construction and high traffic volume. He oversaw remedial efforts, including the construction of a new wall as the first phase of a comprehensive plan to realign the entire road, ensuring safety and connectivity. Also, the refurbishment of the JF Mitchell Airport

In addition to roads, Williams has contributed to improving the island’s health and sports infrastructure. He has discussed approved plans for expanding the Port Elizabeth Hospital, which will include radiology services such as X-ray and ultrasound, a field hospital, and an expanded accident and emergency department. He has also advocated for the construction of the New Paget Farm Clinic, funded under the Saudi project.

Another major focus has been his strong and unwavering advocacy to address the water security issue of Bequia through the continuous maintenance and upgrade to the Paget Farm Desalination Plant and Photovoltaic system, and the establishment of a brand new desalination plant extending water availability to Port Elizabeth using Salt Water Reverse Osmosis Desalination, powered by a Photo Voltaic renewable energy system.

Williams has played a crucial role in youth and community development and actively participated in revitalising sporting facilities, including the repair, restoration and upgrading of the Clive Tannis Playing Field and its pavilion, a project carried out in partnership with Action Bequia. He also highlighted a notable donation of sports equipment from the Consul General of St. Vincent and the Grenadines to Northern Ireland, viewing it as an example of successful international partnerships benefitting the island’s youth and sporting programmes.

Williams has been involved in several other community initiatives, including the re-establishment of the Northern Grenadines Coast Guard sub-base on Bequia. Advocating for the “hyperbaric chamber” setup at the Milton Cato Memorial Hospital. The restoration and expansion of the Bequia Community High School, now the Charles Adams Anglican High School, highlights his involvement and advocacy in key developmental areas in Bequia.

Beyond his official duties, Williams has a history of leadership in various organisations from Barrouallie to Bequia. Carlos Williams is the Deputy Director of Grenadines Affairs. He is a member of the Unity Labour Party (ULP) and has a long history of involvement in politics and community development since 1998 alongside Sir Louis Straker.

He has served as the Chairman of the CARICOM Regional Organisation for Standards and Quality (CROSQ) Marketing, Information, Knowledge and Education Management (MIKE) Committee, a group dedicated to developing information and communication technologies.

His political career includes serving as chairman of the Unity Labour Party Youth Arm in 2001 and as a member of the Central Leeward Constituency Council and the Northern Grenadines

Constituency Council.

Described as someone from a “humble and disciplined upbringing” in the fishing and whaling community of Barrouallie, Williams believes in “unity as the focal point to forge persons together.”

His developmental vision is “people-centred”, and he aims to “unify people and community around a singular vision.” He is a Christian who is “unapologetic” about his beliefs and Christian

Principles. 

His simple, practical, selfless, and people-centric personality makes him down-to-earth, decision-making is based on what’s realistic and helpful, prioritising the needs of others, and valuing connection and collaboration with people. He is empathetic, a good listener, and genuinely interested in the well-being of others. His philosophy is rooted in his Christian beliefs, and he holds that failures are “opportunities positioning and repositioning for the fulfilment of a legitimate purpose.”

Delivering for Northern Grenadines 

  • Education – Expanded tuition and ferry support; upgraded Charles Adams Anglican High; built temporary Paget Farm Primary and rebuilt Lower Bay Primary section.
  • Roads – Repaired key routes including Bluff Failing Roadway, SDA–Knight Trading road, and Almond Tree area.
  • Airport – Upgraded J.F. Mitchell Airport roof, apron, and taxiway.
  • Tourism & Heritage – Revived Bequia tourism with cruise ship return and a stronger Bequia Regatta.
  • Sports – Restored Clive Tannis Hardcourt and Playing Field Pavilion.
  • Healthcare & Security – Opened temporary Paget Farm clinic, renovated hospital storeroom, added Hyperbaric Chamber, and re-established Coast Guard subbase.

Vision for Northern Grenadines 

  • Healthcare – Build a modern Bequia healthcare hub, upgrade Sir Sydney Gun Munro Hospital, and rebuild Paget Farm Clinic.
  • Education – Rebuild Paget Farm Primary and expand Port Elizabeth Library into a modern learning center.
  • Sports & Youth – Upgrade Clive Tannis and develop Paget Farm fields; expand sports, arts, and mentorship programs.
  • Water & Waste – Ensure clean water via a fully operational Port Elizabeth Desalination Plant and introduce modern waste management with recycling and waste-to-energy.
  • Roads & Access – Launch major road upgrades with smart design and new access roads.
  • Tourism & Culture – Grow eco/heritage tourism, strengthen blue/green economies, create nature trails, and implement the Fort Hamilton Development Plan.
